Poor parents wanted to send their children to college whatever the cost is .

Demand .

So suppliers are there immediately good and bad . Just to make money .

Free economy . Government did not do anything. Then 25 million families sufferred . Yes 25 million BA degree holders are underemployed . That means they did not need to go to college and waste their family's income .
